The Government
The Government of the Romulan Star Empire are the ruling force in the Romulan society. It is divided into the Lower Senate and the High Senate. It is the purpose of the Government to make all legal decisions that may be called for, ex. if the Rihannsu Galae Command are advising the daise'Fvillha to go to war against the United Federation of Planets, it would require a vote in the Lower Senate and the High Senate.
The civilian Department
The Civilian Department encompass the following Administrations : The Merchant Administration, The Diplomatic Administration, The Civilian Administration and The Science Administration. It is the purpose of the Merchant Administration to monitor all the free merchants of the empire, and make sure that all legal merchant taxes are paid to the government. The main purpose of the Diplomatic Administration is to represent the Romulan Star Empire in all official meetings with other empires and man all Romulan Embassies in foreign Empire's. The Civilian Administration is supervising all the planets in the Romulan Star Empire and helping the Senate with all legal matters. The Science Administration's main function is to supervise all construction inside the Romulan Star Empire, ex. the construction of new ships, terreforming of alien planets etc. etc.
The navy/army
It is the purpose of the Rihannsu Galae Command (RGC) to provide for the defence of the Romulan Space. The common defence incorporates those activities which are deemed necessary by the Senate and the RGC to maintain Romulan presence in the galaxy.
the Tal'Shiar
It is the purpose of the Tal'Shiar to insure that the High Senate is informed on all major power shifts in the Alpha, Beta and Gamma Quadrant. It is also the purpose of the Tal'Shiar to protect the Romulan Star Empire from all "unknown" dangers.
